(2)   9 big work cycles and other management work procedures: Please click and view Reference Resources, or directly click to know the Article 7~ 9 of Regulations Governing Establishment of Internal Control Systems by Public Companies of the Republic of China, it explains all the work processes in the business environment, in Article 7 and 9, there are 8+1 work cycles, and, in Article 8 are the names of management work procedures, you are able to use them to remind you of operating activities you need to contain in your written management policies, however, you also need to summarize kinds of work activities and management procedures to define those department heads who are responsible for those specific management scopes.( Do you remember above goods inspection and acceptance work responsibility?!)


(3)   Accounting Department’sTrial Balance: Trial Balance is a statement shows all the accounting accounts this company has used before and currently , therefore, you can use it to know business activities records of your company, you can also ask for Accounting Department’s help to check historical records of particular account to know what has happened and who was the requester, and use this methodology to define what kinds of management policies your company need to build up.

 

7. Managers who are good at management are able to build up written management policies; vice versa.

When I was revising this article, I found an interesting book👈👈In my consulting Gemini or Grok, I know that 👉👉👉It describes a company management style that empowers employees to make decisions without supervisors' approval, where the purposes of employees expenses needs to be based on resulting in the company's economic benefits, and where the Accounting Department confirms the absence of excessive employee expenses through spot checks or other methods…(I haven't read this book yet; this description is a result of my interaction with those software. This blog shares this situation with you and hopes you can also express your views.); do you agree that in this situation, supervisors don't need to conduct approval procedures and the Accounting Department doesn't need to review the appropriateness of employees expenses, so, at least regarding company expenses management scope, there's no need to establish a management policy? If your answer is yes, then how your company communicates this practice to those new -hired employees? Please refer to: No Need Policies is also A Kind of Policy👈👈As per the management model described in this book, this blog suggests you to establish management policies or procedures related to [Employees Reimbursement Expenses Procedures], and, to contain the following items at least:


(1) Employees are allowed to make decision on spending the expense by themselves 👈👈👈Which department is the decision maker of this rule, therefore, this specific department needs to be responsible for establishing this management policy👉👉👉If it is a result based on CEO’ or your Chairman’s work instruction, then, the [roles and responsibilities] in the management policy should show it is the CEO Office or Chairman Office supporting this policy’s establishment and it is approved by the CEO or Chairman then reported to the Board of Directors.

(2) Are employees allowed to ask help from supervisors once they don’t know how to make decision on the expense reimbursement?! Or, how they should deal with those expenses spent under work instructions of their supervisors?!

(3) To define the measurement of the economic effects and the significance of the effectiveness resulted from those expenses spent in advance. 👈👈👈This regulation explains once employees have 100% followed this rule and estimated the benefits, however, those spent expense didn’t result in the benefits as expected, the company cannot punish those employees or cannot claim those expenses back from the employees who have spent the amount of money.

(4) What methods must the Accounting Department use in sampling among all the transaction for inspection so those samples are seen as sufficient or complete?  If the Accounting Department didn't find any abnormal case but fraud is later discovered, the company should consider that the Accounting Department was not negligent. (Usually, only the Internal Audit Department's work is essentially doing sampling work, while the Accounting Department's work is routine. The above situation allows the Accounting Department's transaction-by-transaction Control function can be converted to sampling, hence, this blog specifically highlights this difference for your reference / you may have many thoughts and assumptions due to this emphasis.)

Regardless of the length of those wording in the policies, the main purpose is to prevent from misunderstandings in managing employees expense reimbursement procedures due to hearsay, and to ensure that no employee complains about different control standards for the same amount (regarding concerns about favoritism from the Accounting Department or expense supervisors).
